I liked the comment much better than the original answer, which had too much speculation for my taste. I feel like "we don't know" is an acceptable answer, and it is a quirk of Mormon culture to have to have an answer to everything.

Not knowing still sucks. In my mind there's no good reason why a woman couldn't be a clerk or SS president other than that they're deemed to be priesthood callings with no explanation as to why. Very irritating. It makes men more of a commodity in the church because there are so many positions only men can fill. It makes calling men to Primary feel like a misuse of resources.
