I don't know that it's that big a deal, seeing as he's a child actor. Also, most people actually don't know how to socialize outside of their peer group before adulthood because of our current education system.

Yeah, I figured that he really had to be as dumb as his character, or actually really smart, because there's no way an average teenager could play Luke so well. I guess I know which one he is now.

Right, but the grade-skipping can mean that kids don't know how to socialize inside their peer group, either. (But you're right that if he's a child actor, he's probably not going to a normal school, anyway. OK, most child actors are playing someone younger than they are and most children on TV shows are an annoying combination of cutesy and sassy. (I'll readily admit that there are exceptions, though.) This means that most child actors are playing a young, annoying caricature of a child, which is going to give them a pretty limited acting range.
Tommy Solomon was supposed to be slightly younger in physical age than Joseph Gordon-Levitt, but in actual age, he was supposed to be the oldest of the aliens, which meant that his character was written to interact with them in a more adult fashion, so Joseph Gordon-Levitt got to employ as wide an acting range as anyone else on the show.
(It also doesn't hurt the he's a phenomenal actor, but the above is my theory for why 3rd Rock didn't hurt his career, at least.)
