This is just a guess, but perhaps the yellow-painted parking spaces are reserved for customers only and the businesses in question allow their employees to park in the white-painted spaces.
That's what I was going to say! I know that that's how it works at the Provo Mall - my brother works there, and he's told to park out in the white spaces.

Good call. We've actually had a couple of comments submitted to the same effect, which will post tomorrow. Alas, I've never worked anywhere that had color-coded parking spots (at least not without explanatory signs as well), and apparently none of the other writers had either.
