My best guess for the man is Robert Burns, but none of them look quite right.

I think his collar and hair style make him look like someone from the Civil War.

oh yeah, I am pretty sure all of these are by some Provo street artist. There used to be more I think.

I was thinking some 18th century poet or author. Or even a nobleman. I've since seen the man's face spray painted somewhere else, but alas I forget where.
