He did, but it doesn't really fit the rest of the description. The book is split from her point of view and multiple other people's.

I believe it was the Xenocide, the third in the original Ender series. It was a girl who lived on a planet similar to China who was genetically altered to be brilliant and OCD simultaneously.

The brilliance was so she could work for the government. The OCD was to keep her under their control.
