No. If you believe you were treated unfairly by your bishop you can appeal to the stake president. If you feel your stake president has treated you unfairly you can appeal to the First Presidency. The First Presidency wants you to first go to your bishop or stake president. However, you don't need bishopric or stake presidency approval to go to the next higher level.
