I have known far too many women and girls who have been sexually assaulted as children or while modestly dressed to think that it makes that much of a difference.
Good for this young woman for recognizing its falseness, but ... is this really an argument for modesty that's commonly used in LDS culture? Because if so...whoa, holy victim blaming, Batman!
.... Yeah. :/ It's mostly implicit, but it is there. I didn't write about this exactly, but about how sex and chastity are taught in the LDS church here a few years ago. There is an article linked to in the question that you might find interesting. Obviously I've been away from the whole LDS community for a few years now, so I don't know how prevalent this kind of teaching is now, but it was for sure there (as I said, more implicitly than anything) when I was growing up in the 90s/00's.
