Back on topic, I read Claudio's comment as tough love, and as being directed as much at his past self as at the reader. That said, I've never found tough love to be effective when used on me, so I'm not inclined to use it, myself.
As has been pointed out, Board writers are far from perfect at giving readers the benefit of the doubt, so it can be hard to know what type of response is appropriate under a particular set of circumstances. I hope that Claudio's response was what the reader needed to hear.
