And yes, I am not a fan either of the admin thing. I thought it was genuine announcements, not a privilege for those with power. Blasted Bureaucrats.

It really just depends on what kind of announcements they are...

Okay, so on the BYU bookstore website it says

Refunds authorized without a receipt will be assessed a 10% fee based on the book's value
