Well, not "anybody's guess"—just anybody who wasn't a writer.

The editors sent a message to all the writers explaining that they were going to be more careful about certain types of content than they had been. Additionally, the new emphasis was incorporated into the writer policies, so new writers should be aware of them as well.

Like LJ said, it is in the writer policies. We all know what we are in for more-or-less when writing for the Board.
