I've worked with a fair amount of disabled people over the years in several different circumstances, including some with severe speech disorders. As you get to know someone with a speech disorder, it can become easier to understand what they are saying, even if they seemed incomprehensible to you at first. So it's quite possible that people in the congregation who knew him well, like the bishop, his family, and his friends, could understand what he was saying.
