I sincerely, sincerely hope that Watts is referring to dreads on women whose hair is not naturally curly. If the HCO doesn't allow dreads on African-American women or other women with very curly hair, that's nothing short of blatant racism, since dreads in those circumstances are about as natural and un-extreme as you can get.

And just to forestall arguments to the contrary, it's entirely possible for dreadlocks to look "clean and neat":

My cousin is an ADA in Brooklyn and has had locs for almost 30 years. Hers are always impeccable. I used to be so jealous of them. I still kinda want locs, but my hair's not the right texture.

This is not entirely relevant, but I really, really like dreads on women. At least the few that I've met personally. There was one girl in particular in one of my married wards in Provo that had long red dreads that were just beautiful, and she styled them so elegantly. I find myself complimenting just about any stranger with dreads that I encounter ... like last night at the check stand in Trader Joe's. He said he liked my hair, too, which was gracious of him. Maybe I'm compensating for my lack of hair.
