translate a craft blog post for me

I used Pinterest to save these hangers, and her instructions really confuse me.

Is this a type of papier-mâché? If I bought scrapbook paper, would that work? Does this use Mod Podge?

Yes. Scrapbook paper would work, though you'd have to work harder to make it lay flat with no bumps. She just uses fancy napkins. And yes, it's using modge lodge.
