Based on the information provided, I honestly can't tell if this new sister-in-law dresses like a hooker, or goes for hobo chic, or is obsessed with cosplay, or simply doesn't have the requisite amount of cashmere on her wardrobe, but that mother sounds like a judgmental shrew.
