I would probably read it when putting off cleaning or something. And I would read it more if it was inside jokes and suchlike.

If you're a really close friend, this would be a great gift, assuming you put the time and effort into making it look nice. I'd treat it the same way as I do my yearbooks ... pull it out maybe once every three years or so and reminisce.
Of course, if any of my actual friends did this, I'd wonder why they got me any gift for my birthday at all. Birthdays aren't really a big deal amongst my friends.
