The information about transferring is sound, but I honestly think she's just homesick, which is normal when you've just left home. Were I in the position to offer unsolicited advice, I'd advise her to stick it out for a bit longer, at least for her first year, so she can get a taste of the good things that BYU has to offer, once the homesickness has worn off, a bit.

The resources I linked to in answer 59153 give some good information too. The requirements for transferring to a campus of the University of California or California State are very much standardized — so you can find requirements for dozens of the good California schools at once. Basically, you are expected to have completed two years before transferring.
Maybe I should have sent this in as a comment. Oh well.

I'm with Katya on this one. I never experienced any homesickness, per se...but my first year at BYU really sucked. My roommates refused to hang out with anyone outside the apartment, and I was too shy to go meet people by myself. But as soon as I moved into my next apartment, I HAD THE TIME OF MY LIFE! That made a huge difference in my BYU experience. Maybe she just needs to find some good friends and learn how to have fun in Provo?

I kind of disagree, and kind of agree. I agree because I, too, had an awful first couple semesters at BYU. But I know it wasn't homesickness, it was just that I didn't particularly like it here. I figure if the girl has decided she wants to transfer then she may as well just do it, and if she realizes it is only homesickness then she can change her plans later. She is obviously young and has some time to figure things out.
Also, W&S, you definitely should send that in as a comment
