I've seen statistics (which I could probably dig up, if pressed) that show the steep decline of album sales in the digital age, so I'm assuming that this program is designed to encourage to counteract that effect.
It's an interesting phenomenon, that we used to buy an entire album if we liked just a few songs on that album, because singles were so expensive that we might as well chip in a bit more and buy a lot more music. But now that it's easy to buy just the songs you're interested in, there's no point in paying more for the rest.
I wonder if there's a good pricing strategy which would encourage consumers to buy more albums, again. (The "Complete My Album" feature, if I understand it correctly, simply doesn't double charge you for buying one song and later buying the rest of the album, but you still have to pay the full price for the album, whatever that price is.)
