That's what I thought as well: group camping.
Or perhaps camping at one of those really busy, not too secluded, campgrounds, like at Utah Lake or Bridal Veil Falls (does that one still exist? It's been awhile...).
Anyways, if they were discussing camping as an activity that they both like to do and it seemed like common ground, I don't see why it would be creepy to propose a future date to a campsite. You don't even have to stay overnight... I've gone "camping" with friends where we set up a campfire, roasted some marshmallows, went on a hike along the stream and then went home. Perhaps he had something like that in mind.

Yeah, it doesn't really seem creepy to me. Some people like camping, and it can definitely mean group camping or a bunch of people going up in Rock Canyon and sitting around roasting marshmallows and not even staying overnight. He was probably just trying to make conversation and find common interests. From what the questioner described it sounds like they were talking about camping and she was like, "I love camping! It's way fun!" and he was like, "Cool, we should go sometime." That's just a thing you say in conversation. I was on a first date with a guy once and he was like, "Hey, you like astronomy. My dad has a cool telescope. You should come see it sometime." It wasn't creepy and I didn't overanalyze it and be like, "He's talking about me meeting his father on our first date!! WTH??" It was just two people making conversation. Creepy would be if the guy in the question had been like, "There's an remote cave up in the mountains that I like to camp in. This Friday night we are going to go there together and sleep in the same sleeping bag." Or if my guy had been like, "I would like for you to meet my father now because I have decided that you will be my eternal companion."

Wow, this just brought back a bad memory. When I was at BYU, there was this creepy homeless guy my roommate used to let into the apartment so that he could hit on me, since she and her scuzzy boyfriend thought this was very funny. (Her boyfriend and the homeless guy actually used to be roommates, before the homeless guy got evicted and started living on the street.) She asked him what we'd do if I agreed to go on a date with him, and he started saying really creepy stuff about how he'd take me to a remote cave in the mountains and stroke my hair in front of the fire, and so forth. I was relieved a few weeks later to see the police arresting him, and I fortunately never saw him again after that.
