I think The Messenger had the correct response (though I liked everyone else's too!)
I also wanted to note that the reader's first suggestion, werf comes up with the idea that "demand for speeding outstrips cost." That's pretty nonsensical. Demand can outstrip supply, but it can't outstrip cost. I think what the reader means, is if the expected cost of a ticket insufficiently deters speeding, then we should try one of werf's suggestions to rectify it. But there's not really a demand or supply for speeding. And demand certainly can't outstrip cost... that just doesn't make sense.
